 If you are buying a car directly from a seller, without using any finance from banks or privately, the seller then hands over a certificate of Title. The Certificate of Title is crucial in proving the ownership of the vehicle.   • Vehicle Identification Number in case of out-of-state transfers 

  • Registration fees for the vehicle

  • For gifted vehicles, Form MV-13ST

  • Valid PA drivers license, Military ID, state-issued ID card

If the need arises for a spouse to transfer the Title from their deceased partners, PennDOT also waives the transfer fees. The individual must submit a form MV 39 (Notification of Assignment/ Correction of Vehicle Title Upon Death of Owner).

Apart from the above documents, one also needs to provide supporting documents for the Title Transfer. 

  • Certificate of Salvage

  • Pennsylvania Certificate of Title 

  • Court Order

  • Out-of-State Certificate of Title

  • Manufacturer Certificate/ Statement of Origin (MCO or MSO)
